Luffy vs Enel and nearing the end of SkyPiea
the fight starts with Enel hitting Luffy with an EL Thor well he is mid air and than another in which Luffy doesn't even try to dodge leading into Luffy punching Enel and to the reveal that Rubber is Lightnings natural enemy
after that Enel stops using Lightning attacks on luffy
Enel than gets back into the right mind set to use mantra allowing him to dodge luffys attacks by turning into Lightning and moving away , we don't get a good wide angle shot of his lightning travel well luffy is attacking so unfortunately we can not compare the distance his attack travel by the time the lightning travels its distance
what Enel says here isn't just "attacks" but "打撃" meaning more towards " blunt attacks "
Enel than reshapes his staff into a trident and stabs at Luffy guessing that slashing damage can harm Luffy with Luffy confirming Enel's thinking which also supports his previous guess of blunt damage not working on Luffy
which also sets up a good feat to calc of Luffys movement during the same time
Luffy's total movement was 748.7743cm + 1341.0482cm = 2089.8225cm
compared to Enels movement in the same time frame it is 2089.8225cm / 1909.3197cm = Luffy is 109.4537% the speed of Enel
Enel's speed is 126.8464% the speed of lighting ( Mach 1627.1845 in VSBW ) X 109.4537% = Luffy is 138.8382% the speed of lighting ( Mach 1781.0148 in VSBW )
Luffy is able to well falling mid air grab Enel's Trident well Enel is thrusting forward well being literal lightning with Luffy responding in turn with a Gum Gum battle axe , being the first time we have ever seen an enemy get back up after being hit by one , leading to luffy reengaging with a Gum Gum Gatling which Enel is able to counter by garbing both luffys arms using his attack predicting ability
Luffy and Enel than engage in some physical hand to hand/trident showing great relativity to each other until Luffy stops using his mind to dodge and just relies on instinct in which Enel is than unable to tag Luffy which pretty definitively puts luffys speed above Enel with Enel only keeping up through his ability to predict attacks
with Luffy than trying a Gum Gum Octopus Firework which is just an omnidirectional Gum Gum Gatling with the addition of his Legs that Enel is also unable to evade and as the after image of the limbs are just the limbs moving the distance we see and than retracting and moving that distance again , put the Movement/attack speed of this attack and others like it such as Gum Gum Gatling several time faster than Enel as he was moving in the same time frame
Enel than forms a sphere of gold around Luffy's fist and kicks him of the ship ending the fight
giving it a Volume of 17.116m^3 with gold weighing 19,320 kg per m^3
meaning Luffy's lifting strength is at least 330681.12 Kg or 330.6811 Tons
Nami also shows some relativity with Lightning but more importantly this seems to be the same attack as the 126.8464% the speed of lighting calc fully demonstrating it as a projectile which further justifies Enels evaluation of moving Lighting speed with his physical body and with the perception scaling being even faster than it , but conservatively and if consider to much of a calc stack we can lower Enel's speed to be 100% lightning speed and Luffy's as 109.4537% lightning speed
