Volume 27 covers more of the Skypiea where the straw-hat crew starts to fighting through the sky priest with set up of the native Shandias starting their war on the God of skypiea Enel

the sky Knight Gon fall and Pierre fight the sky priest Shura and his sky bird Fuza , given that this fight was done at Pierre's top speed at the very lest Gon Fall and Shura's attack and combat movement speed is equal to Pierres flight speed of 35.4297% the speed of the Lighting ( Mach 454.4926 in VSBW )
Chapter 254 Speed blitz
Enel is able to blitz Shura and the rest of the sky priest side swiping each of them with his staff infused with some lighting even after warning them by announcing him self before attacking
given that Shuras reaction speed would be minimum 1 / 35.4297% the speed of the Lighting ( Mach 454.4926 in VSBW ) or 0.0000064147s or 6.4147 Microseconds
Enel's leg 357px / 966px = 36.9565% of the panel height , 36.9565% of the field of view of 70 degrees is 25.8695 degrees, and 164.4513cm is 25.8695 degrees at 358.02cm away

right before this Enel feat we get a fight between the Shandias and the sky priests where the average Shandias warrior is below the priests and their leader Wyper is probably around the priest level or slightly higher who we see later is weaker then Enel but that is also hard to judge as Enel's logia abilities make most interactions one sided
