Zoro's normal attacks and usual named attacks can't cut the "iron cloud" which is also being used as a blade of a swordsmen which qualifies his steel cutting ability as not a "default" attack strength after learning the ability
Zoro's 36 pound phoenix isn't able to cut through the "iron cloud " but his 108 Pound phoenix can which likely means that the 3 sword version of the phoenix attack ether compounds on each other i.e. all 3 wind blades hit the same same spot increasing the attack potency or the attack its self inherently has increased attack potency and as we seen Zoro do the steel cutting with one sword it probably the ladder ether way making the attack 3x higher in attack potency and as pre-steel cutting Zoro is equal to Luffy and that it isn't a base increase he still should scale to Luffy putting new high bound of the pre-steel cutting attack potency 3x lower than the 26.9179 PetaPascals multi-city block level of the sword cutting feat or 8.9726 PetaPascals multi-city block level for Zoro and Luffy strongest named attacks and as Luffys base attacks are 3x lower than that putting them at 2.9908 PetaPascals city block level over his previous 511 TeraPascals (0.511 PetaPascals ) city block level base attack strength

Zoro shows some relativity in speed with Enel and Enel show some relativity in physical strength with Zoro being able to block Zoro blows and hold down his swords
After Zoro is nearly one shot by Enel , Wyper hits Enel who has his physical body made contactable with a reject dial one shoting Enel putting his Physical bodies durability around the level of the other character we survive the impact dial such as zoro , sanji and his underlings but do to his devil fruit he is able to restart his damaged heart
