the stated difference between the Impact dial and reject dial of 10x gives a probable quantification of a True one shot difference and given that the impact dial is capable of damaging Luffy possibly making it 51,008.4 TeraPascals or 5.1 PetaPascals multi-city block level in attack potency but we only say possible as the impact dial and reject dial seem to have have a low end durability negation with the impact dial stated to " destroy the body... starting with the spinal cord! " (Vol. 26 chapter 246) but this shouldn't effect validity the one shot difference as the multiplier would only be questionable if they have different mechanics from each other i.e. one with dura neg and one without

Zoro Point blank dodges a Flint lock pistol blast well being mid air, despite the fact he is clearly faster than them and can easily dodge them the pistols stay relevant in the fight by the pistols being special pistols the produce a blinding light every time they are fired

A Shandian Warrior proceeds to run away from Enel with Enel easily catching back up him well saying " You think You're faster than Lightning ?" giving a very strong implication of being "Lightning speed "
