Luffy before the plot is explained to him is speed blitzed and one shot by Lucci meaning even if one believes in mental amps and nerfs this should be a amped luffy and not a nerfed Luffy as at the end of the previous volume luffy resolved him self to beat the people who harmed iceberg

Luffy has the espionage plot explained to him and how Robin is betraying them which is where people argue that the straw hats are at that moment and beyond "mental nerfed" but luffy expresses that he doesn't believe the betrayal and than engages in more fight in which his punches continue to be ineffective in doing damage and are even than dodge at point blank range followed by luffy sending one of his strongest attacks at his opponent and missing with luffys saying " he disappeared again! " and the opponent explaining " I didn't disappear . I just moved faster than your eyes could see" which very firmly puts them above Luffys level is speed and durability

zoro is also one shot and when it cuts back to Luffy he is being completely trivialized by Lucci

than Lucci reveals he is a devil fruit user who has higher forms

Lucci says Zoan fruits buff physical abilities and than sends Luffy and Zoro flying through the walls and way off into the city with a single attack each which ends the fight

they than go to capture Franky and Lucci one shots Franky with Usopp commenting that he couldn't see what happened as it happened to fast which Usopp should also be on that lightning level reaction time relative to Luffys reaction speed

which the rest of the volume being the Tom flash back
