Vol 11 covers the end of the Luffy and Arlong fight and the end of the Arlong Park arc and the start of the Loguetown Arc
Arlong 263cm , 49px / 977px = 05.01535312% , 05.01535312% of 70 degrees is 3.510747184 degrees
putting the 6th floor of Arlong Park the last before its ceiling at 42 meters , around the size of the drinkers pub which than Luffy indirectly destroys
after taking little to no damage from luffy's strongest punch and a little bit of damage from Luffy using Arlong's own teeth to bite him , Luffy basically one shots him with Gum Gum Battle Axe making it significantly stronger then Gum Gum Bullet that is at lest 7.8536 TeraPascals , if luffy's foot had the same area as Luffy's fist we could just compare leg strength to arm strength which ranges from 1.5 to 3x stronger or if there was a confirmable " one shot" difference we could make an educated quantification but as of now we can not
