Considerations

Feat from Chapter 5 : "Luffy blitzes bullets"

Luffy clearly moves before the bullets fired meaning he does not necessarily scale to the bullets but the firing of the trigger

Feat from chapter 6 : Captain Morgan chops metal fence and concrete wall

would have been a good feat if it was by hand, but it was by a sharp axe, which with its edge, is like with any blade, would be a ridiculous small area on the Micron scale, which just means the AP would just be the limit of the strength of the material the blade is made of and with the awkward stances of both character in panel would make the feat hell to calc

with Captain Morgan taking multiple hits before going down, he should be considered low-end relative to Luffy
